Although relations between the European Union and Russia after the Cold War developed through institutional steps such as the 1994 Partnership and Cooperation Agreement, they remained fragile due to political disagreements and differing geopolitical approaches between the parties. The competitive environment, which gained momentum especially with the Eastern Partnership initiative launched in 2009, entered an open conflict phase with the 2014 Ukraine crisis and the annexation of Crimea by the Russian Federation. Following these developments, the European Union implemented wide-ranging sanctions covering finance, energy, defense, trade, and specific individuals, while Russia responded with counter-sanctions targeting agricultural and food products. Analyzing the foreign trade data for the 2010-2020 period in the text reveals that the applied sanctions led to a significant decline in bilateral trade volume, import, and export figures. Although global oil price fluctuations and the depreciation of the ruble against the euro affected the economic trend, the fact that Russia increased its trade with non-EU countries demonstrates that the primary reason for the sharp drop in bilateral trade was directly the sanctions rather than oil prices. Consequently, mutual sanctions succeeded in negatively impacting the Russian economy and commercial relations with the EU; however, they failed to bring about the intended political shift or softening in Russia's Ukraine policies.
