Based on the systems approach in foreign policy analysis, this study examines the effects of international upper systems and the main parameters within these systems on states' foreign policy decisions and behaviors from a holistic perspective. The external environment located outside the borders of the state under analysis is defined as an upper system, and the limiting or guiding roles of the actors and variables within this structure on states' decision-making processes are discussed in detail. States, as the primary upper system parameter highlighted in the study, are evaluated in the context of power competition, security balances, and interdependence within the framework of realist, structuralist, and liberal theories. Additionally, the role of intergovernmental organizations such as the United Nations, NATO, and the European Union, alongside non-governmental international organizations like Greenpeace and Amnesty International, in shaping states' freedom of action and international cooperation is emphasized. Furthermore, the influence of multinational corporations holding economic power through cross-border activities, as well as the contributions of individuals, public opinion, media, and global civil society networks to foreign policy outcomes through participatory diplomacy and soft power mechanisms, are explained. Consequently, understanding 21st-century diplomacy and foreign policy requires analyzing this multi-actor and complex global interaction system—comprising not only sovereign states but also corporations, organizations, and individuals—in all its dimensions.
